Shelter Afrique Development Bank Reports Strong 2025 Financial Performance, Achieves 20% Growth in Profitability
Rabat, Morocco – 11th June 2026 – Shelter Afrique Development Bank (ShafDB) has announced a strong financial performance for the year ended 31 December 2025, underscoring the institution’s continued progress toward financial sustainability and its growing impact in financing affordable housing and urban development across Africa.
The Bank recorded a comprehensive profit of US$2.14 million, representing a 20% increase from US$1.79 million reported in 2024. The improved performance was supported by strong growth in lending activities, stable revenue streams, enhanced treasury performance, and gains from strategic investments.
During the year, ShafDB continued with a tempered resumption of underwriting new businesses. Loan disbursements rose by 162% to US$63 million, compared to US$24.06 million in 2024. This contributed to a 29% growth in the Bank’s net loan portfolio, which increased from US$134.78 million to US$174.08 million.
The Bank’s balance sheet strengthened further, with total assets growing by 12% to US$235 million from US$208 million in the previous year. Shareholders’ funds also increased to US$176.09 million, supported by profit generation and additional capital subscriptions from shareholders.
Despite an increase in operating expenses associated with institutional transformation and business growth, ShafDB maintained a positive comprehensive profit of US$2.14 million. Interest income remained stable at US$18.62 million, reflecting the resilience of the Bank’s core lending operations.
The most transformative milestone for the institution in 2025 was the $120 million concessional facility secured from the Arab Bank for Economic Development in Africa (BADEA). The facility under the Capital Increase Programme is designed to help Member States normalize their subscriptions and pave way for investment-grade credit rating.
During the year, the bank was successful in mobilization of additional funding of US$50 million facility from African Export-Import Bank (Afreximbank), enhancing the Bank’s capacity to support affordable housing projects and urban infrastructure development across the continent.
ShafDB also achieved significant progress in implementing its Treasury and Capital Markets strategy. The Bank successfully established its capability to structure synthetic local currency financing solutions, helping mitigate foreign exchange risks for borrowers and improving alignment between project revenues and financing obligations.
In addition, preparations are advanced for the Bank’s inaugural FCFA 60 billion Sustainable Bond Programme in West Africa and an approval of establishment of US$500 million East Africa Sustainable Bond Programme, positioning local capital markets as an important source of long-term development financing.
Commenting on the results, Mr. Lionel Zinsou, Chairperson of the Board of Directors of Shelter Afrique Development Bank, said:

We grew our loan portfolio by nearly 30 percent, increased disbursements by 129%, strengthened our balance sheet, and diversified our funding sources while maintaining profitability. Equally important, we laid the foundation for future growth through new capital market initiatives, local currency financing solutions, and strategic partnerships that will enable us to scale our impact and better serve our clients across Africa.”
Mr Hann further noted that the Bank will continue to focus on delivering innovative and sustainable financing solutions that address Africa’s housing deficit, support climate-resilient urban development, and improve the quality of life for millions of Africans.
“The strong momentum achieved in 2025 positions us well to accelerate implementation of our development mandate and create even greater impact in the years ahead,” he said.
Looking forward, ShafDB will continue to focus on expanding its funding base, deepening local currency financing capabilities, strengthening its presence in African capital markets, and enhancing balance sheet efficiency to support sustainable growth and long-term development impact.

Rabat, Morocco – 9th June 2026 – Shelter Afrique Development Bank (ShafDB) has unveiled it’s new brand as the bank transitions to become a fully-fledged Multilateral Development Bank.
The new brand was revealed in Rabat, Morocco as the bank held it’s 45th Annual Meetings. “Rebranding means more than a name change. It is not only changing the institutions framework of operations. The transition is expanding the role of the institution into a development bank making the institution more nimble and impactful across the housing value chain while creating jobs,” said Thierno-Habib Hann, Managing Director & CEO ShafDB
The Bank has been on a strategic mission to expand it’s financing portfolio to meet the growing demands in Africa’s housing sector. With a current membership of 44 African states and institutional shareholders such as the African Development Bank (AfDB) and African Reinsurance Corporation, the bank has been responsive to the growing needs in Africa’s housing sector.
“Our success will not ultimately be measured by strategies adopted, policies approved or meetings held. It will be measured by homes financed, cities improved, jobs created and lives transformed. The reform phase of the institution must now become the delivery phase,” noted H.E. Mr. Lionel Zinsou, Chairman, Shelter Afrique Development Bank.
The new transition to become a Multi-lateral Development Bank sets up ShafDB to be in the league of other pan-African multilateral lenders. The bank is eyeing bigger projects to bridge the 53 million housing deficit in Africa which needs about $1.3 trillion in financing.
“Our vision for the next five years and beyond is to lead the transformation of African housing sector in the continent to address urban infrastructure and create jobs,” noted the bank’s MD. The rebranding comes at a time African Multi-lateral Development Bank’s forge strong alliances to mobilize capital in a bid to lead to significant developmental impact.
The logo shines a spotlight on the bank with this year’s AGM timely theme: “The Future of Cities: Financing Inclusive, Green, and Resilient Urban Development.” Africa’s leading voices in housing, finance, and urban development are pushing towards more financing as the continent take charge of it’s housing future.

Nairobi, 29th May 2026 – The Kingdom of Morocco will host the 45th Annual General Meeting (AGM) of the Shelter Afrique Development Bank, scheduled to take place from 9 to 11 June 2026. The event will convene public policymakers, investors, housing experts, development partners, and private sector stakeholders from across Africa and beyond.
Under the theme “The Future of Cities: Financing Inclusive, Green and Resilient Urban Development,” the 45th AGM will serve as a strategic platform for dialogue on the continent’s urban development priorities, the mobilisation of innovative financing mechanisms, and the strengthening of partnerships in support of sustainable, resilient, and inclusive cities.
The event will feature an Annual Symposium, a Ministerial Roundtable, the institution’s statutory meetings, business sessions, as well as a series of bilateral engagements between investors and stakeholders operating within the housing and urban infrastructure sectors.
Ministers responsible for housing, finance, and urban development from member states, representatives of regional and international financial institutions, property developers, institutional investors, and technical experts are expected to participate in this high-level meeting.
By hosting this 45th edition of the Annual General Meeting, the Kingdom of Morocco reaffirms its commitment to sustainable urban development, affordable housing, climate resilience, and financial innovation in support of African cities.
Commenting on the convening of this General Assembly, the Management of the Shelter Afrique Development Bank emphasised that the meeting is being held at a pivotal moment for African cities, which are confronted with rapid urbanisation and increasing demands for modern, resilient, and inclusive infrastructure.

African Union signs MoU with Shelter Afrique Development Bank (ShafDB) to boost development of sustainable housing for post-conflict & crisis affected communities
Congo, Brazzaville – 03rd June 2026 The African Union and Shelter Afrique Development Bank (ShafDB) have signed a Memorandum of Understanding (MoU) that will boost the development of sustainable housing for post-conflict and crisis affected communities in a bid to support inclusive urban development.
Speaking on the sidelines of the signing of the memorandum of understanding in Congo, Brazzaville, the African Union affirmed it’s position in championing for sustainable development across the continent. The MoU is to leverage and develop project pipelines for the two institutions.
“The signing of this memorandum of understanding is a true testament to our commitment to championing the Africa We Want. This is in alignment with Agenda 2063 which calls for an integrated, prosperous, and peaceful Africa” says Dagmawit Moges, Director Peace Fund Secretariat, African Union.
On his part, the Managing Director, ShafDB, Thierno-Habib Hann re-affirmed the importance of the partnership to the institution’s strategic focus on it’s Pan-African mandate.
“At Shelter Afrique Development Bank, we recognize that access to safe, decent, and affordable housing is not only a basic human need but also a catalyst for economic recovery, social cohesion, inclusion and long-term stability. Communities emerging from conflict and crises require more than emergency assistance; they need durable solutions that enable families to rebuild their future and participate fully in economic and social life of host communities.”
The partnership between, the African Union and ShafDB will promote peacebuilding, resilience and job creation through co-operation on capacity building and livelihood-oriented initiatives. This will include housing construction-related activities to support the socio-economic reintegration of youth and vulnerable populations including displaced persons, migrants and refugees.
African nations continue to endure multiple developmental challenges from resource mobilization to elevated conflict. The push towards institutional cooperation has been able to drive transformation of vulnerable communities across Africa. The call towards unlocking financing partnerships is expected to address the significant housing deficit Africa continues to face. These initiatives are expected to significantly impact delivery of sustainable housing, resilient communities to several priority sectors that promote inclusive development, leading to improved living conditions, and job creation.
